How do I get a migration certificate (basai sarai)?

Moving your permanent address in Nepal means registering migration (basai sarai) at the ward you leave and the ward you move to. Documents and rules.

Short answer

Migration (बसाइँसराइ) is registered twice. First at the ward you're leaving, which gives you a record transfer form, and then at the ward you're moving to, where you hand in the original form. Bring the informant's citizenship and, for everyone moving, their citizenship or birth registration for children under 16. Every family member's births, deaths and marriages must be registered before the migration can be.

Where it's asked for

District Administration Offices ask for the migration certificate when you apply for citizenship, a citizenship copy, a minor ID card or National ID at an address other than the one on your citizenship. Some also ask for proof of property or residence in the new area, such as a land ownership certificate or utility bills.

Common problems

Why bother? I've lived here for years.

Without a registered migration, the ward and District Administration Office still treat your old address as permanent. You may be refused services where you live, such as citizenship, passports or a minor ID card for your children, without extra documents.

Only I am moving, not my whole family.

A single family member aged 18 or older can migrate alone, as long as all events for them and their family are registered. They must be the informant themselves.

We forgot to include a child when the family moved.

Within a year, ask the ward to amend the registration. After that, the household head or another adult in the family registers a new migration for the child.

We moved before 2047 BS.

For National ID, the Department of National ID accepts a ward's certification of the migration for moves before 2047. Moves after that need the migration certificate itself.
