Short answer
Apply at your ward or municipality with your citizenship certificate and recent photos once you turn 60. The card proves your age for the discounts and priority services senior citizens are entitled to under the Senior Citizens Act, such as reserved seats and half fares on public transport and discounts on treatment at designated hospitals. It's not the same as the old age allowance, which starts at 70 for most people and needs its own application.

Common problems
Do I get money with the card?
No. The card is for identification, discounts and priority. The monthly allowance is a separate application at the ward, from age 70 for most people or 60 for Dalit citizens and residents of the former Karnali districts.
The bus conductor won't give me the discount.
Show the card. Fare discounts for senior citizens have long been poorly enforced, so you can report it to the transport management office or the local traffic police.
Which hospitals give a discount?
Hospitals designated by the government give senior citizens discounts on some services. Ask the hospital's help desk or social service unit and show your card.
