How to get a personal PAN in Nepal

What it is
A PAN (स्थायी लेखा नम्बर) is your permanent tax number with the Inland Revenue Department. Under the department's "PAN for all" policy, anyone earning income in a year, whether from a salary, wages or rent, should have one. Most people get it with their first job, because employers need it to deduct and file tax on your behalf.
It's free, it never expires and you only ever get one.
Who needs it
- Anyone earning income in Nepal, including a salary, wages or house rent. The Inland Revenue Department calls this "PAN for all".
- Freelancers, people receiving payments from abroad and anyone whose payments need tax deducted at source.
- You don't need a PAN just to sell your own land, house or shares, unless buying and selling them is your business.

How it works

Start the application
On ird.gov.np open the Taxpayer Portal, then Registration (PAN, VAT, Excise), then Application for Registration, and choose a personal PAN. Pick a username and password you'll remember, because you'll need them with the submission number to edit or print.

Choose your verifying office
Pick the Inland Revenue Office or Taxpayer Service Office for where you live, work or run your business. Write down the submission number.

Fill in the e-form
Enter your details in Nepali Unicode and upload your photo and citizenship scan. You can save and come back until you submit.

Submit and print
Submit the form and print the application.

Verify at the tax office
Take the printout and your original citizenship to the office you chose. The PAN is issued once they've checked it, often the same day.

Common problems
Can I have two PANs, one personal and one for my sole proprietorship?
No. One person has one PAN. If you registered a proprietorship with a business PAN, use that same number for your salary and everything else.
I closed my small business and now only have a salary.
Apply to your tax office to suspend or close the business registration and convert the number to a personal PAN. You keep the same number.
I lost my PAN card.
Go to the office where you got the PAN with an application and Rs 100 to get it reissued. If you've forgotten the number, take your citizenship and ask them to search for it. You can also look it up with the PAN search on ird.gov.np.
The form won't accept my name.
The e-form needs Nepali Unicode. Type with a Unicode Nepali keyboard instead of a Preeti-style font.
Can I change my PAN?
No. A PAN can't be changed or renewed. If a past employer already got you one, keep using it.
